  • Led international strategic analysis effort to quantify net present value of 160,000 cubic meter above ground storage facility for liquefied natural gas storage facility resulting in build decision;

  • Using analytics, cargo acquisition and regasification flow optionality, analyzed downstream natural gas index baskets, forward curves and their volatilities, and incremental financial and physical trading and marketing profits;

  • Led analysis and participated in many international multiparty LNG negotiations;

  • LNG Competitive Analysis. Created models to compare U.S. LNG regasification terminals incorporating forward curves and volatility;

  • Approved $609 million Municipal Bond after being Appointed to KISD Board of Advisors - Bond Committee

Mr. Shields, from Katy, Texas near Houston's energy corridor, provides strategic consultancy and advisory services through Morgan Shields LLC.  Mr. Shields assists executives in multiple sectors including those relating to his extensive structuring, commercial strategies and risk management in oil & gas, LNG, technology and energy. His diverse technical expertise ranges from corporate finance, strategy & market fundamentals, commercial negotiations & marketing,  to deal & company structuring, commercial best practices, and strategic risk management.  He has even successfully co-founded a Houston Bank.

 

Mr. Shields graduated with Distinction from Pennsylvania State University with Honors in Finance and holds an MBA from the University of Chicago, consistently ranked one of the global top finance and general graduate-level business schools.

 

Scott Shields launched his career as a senior financial analyst and internal auditor at Exxon Corporation over twenty-five years ago, where during a span of almost four years, he streamlined global commodity processes, international crude trading, and supported the company’s multi-billion-dollar operations. Following his time at Exxon, Mr. Shields traded physical and financial structured natural gas transactions with Sonat Energy Marketing. He was identified in 1996 by Enron Capital & Trade as a valuable resource to develop a new, long-term structured transactions group where he transformed several strategic business units during his four-year tenure.  These successes included natural gas, greenfield and brownfield re-powering, and other structured propositions, the largest of which entailed an international derivatives structure contributing $10 million to the company’s gross margin.

 

In 2005, Mr. Shields was recruited by AGL Resources, a large retail/wholesale natural gas distribution operation (LDC). He valued and negotiated critical energy storage agreements at Jefferson Island Storage and Hub, optimized its peaking natural gas and LNG infrastructure development, and successfully negotiated key multi-commodity joint ventures. Given Mr. Shields experiences in the energy industry, he seamlessly transitioned to an executive position as Vice President of Repsol Energy North America. Over the course of his career at Repsol, he was integral in its successful entry into North America. Along with his team, Mr. Shields structured, valued, and negotiated the $547mm international binding agreement to supply 100% of the required upstream LNG to the $1.2 billion Canaport LNG import facility. Downstream, he created the strategic plan, marketing plan, and executed long-term structured regasification contracts with natural gas utilities, consortiums, and power plants.

 

In 2010, Mr. Shields advanced to Managing Director for Enserco Energy, a subsidiary of Black Hills Corporation, where he formed and grew the East Origination & Trading Group. While developing its North American strategy and successfully originating and negotiating a company acquisition, Mr. Shields executed two $307 million structured transactions connecting natural gas supply, midstream, storage, and transportation with distant independent power plants, contributing $7.5 million to gross margin.

 

Mr. Shields served on the Board of Directors of Oasis Bank SSB, Houston, Texas, a business he co-founded in 2005. The founders raised the private capital under 1933 Securities Act, Regulation D, 506(c), and Mr. Shields later served as the Chairman of the Mergers & Acquisitions and Asset & Liability Committees. His team successfully merged the bank in December 2012 with Spirit of Texas Bank, thereafter registering and performing a public offering (IPO) into a public $1 billion bank.

  

Mr. Shields is currently FINRA licensed investment banker with his FINRA Series 79, 82, and 63 and served as Head of Investment Banking for a start up investment bank. In addition to his professional pursuits, Mr. Shields served on the Katy Independent School District Bond Committee, approving over $600mm in new bond issuances.  

 

Mr. Shields is an active duty veteran, entering service as an U.S. Army Private and achieving the rank of Captain after receiving two Army Achievement Medals for Valor.  In his free time, he enjoys piloting his family to remote destinations for vacations and offers occasional flight instruction as a certified flight instructor (CFI/CFII) and commercial, instrument rated pilot, most recently owning an SR-22 Cirrus.

His idea development, contract development, off take customer development, due diligence, implementation, equity investment and commercial operations are second to none.  In sum, Mr. Quine brings the following 40-plus years of corporate leadership to Morgan Shields Energy including the following:

• Natural gas/LNG sector thought leadership: engineering, modular prefabrication, process design, field construction, operations, and project concept development.

• Founded, led, and grew Northstar Industries at average 15% per annum growth into a $50 million revenue project and EPC company. 

• First hand working knowledge of the various business propositions for LNG, use such as avoiding gas pipeline capacity charges, commodity fuel to replace oil or coal, back-up fuel for electric generation, load following in electric gas fired generation, and LNG storage as a commodity price hedge during price blowouts. 

• Vast experience writing and negotiating complex agreements such as precedent agreements, LNG supply contracts, EPC contracts, professional services agreements, and MOU’s. 

• Granted several patents, including:

• Patent holder US 6,176,046: premanufactured, modular natural gas/LNG facilities; this patent received the AGA Environmental Excellence Award. 

• Patent holder US 6,474,011: batch processing mechanical system for high pressure natural gas generation from LNG without LNG pumps or gas compressors. 

• Continual development of new technology and best practices in natural gas, LNG and energy storage. 

• Mr. Quine is an important strategic resource for natural gas CEOs and executives. 

• LNG, natural gas and energy storage project idea developer with the ability to secure off take customers. 

• Created and published numerous technical papers and training classes on LNG and natural gas systems markets.

Mr. Quine is a professional engineer with a BA in Legal Studies from Wentworth Institute of Technology and BS from Electrical Engineering University of Massachusetts, Amherst

    • PNGTS, M&N, SESH, NJNY,

    • Bluewater Gas Storage,

    • Tres’ Palatios Gas Storage and hundreds of MLV sites,

    • M&R Facilities, gas odorization, SCADA, back office, and alignment sheets. 

Other Engineering, Operations, and Construction accomplishments:

  • For Essex County Gas Company, led a management and bargaining unit team in providing corporate engineering, construction and operations for gas pipelines, M&R facilities, district regulators, gas measurement for all customers, SCADA, LNG, propane air and $30MM in annual budgets. 

  • For Stone and Webster Engineering,  provided new business development and project management for LNG/Natural Gas EPC and management consulting projects in North and South America.
